Reference: a. AR 190-12, 11 March 2013, Military Working Dogs b. ATP 3-39.34, 30 January 2015, Military Working Dogs c. DA PAM 190-12, 30 September 1993, Military Working Dog Program d. USCENTCOM Military Working Dog Policy, 19 February 2010 2. A patrol/explosive detection and patrol/drug detection certification for the below listed CWD teams was conducted from 19 December 2016 through 21 December 2016, by the undersigned at Bagram Airfield, Afghanistan. 3. The CWD teams conducted scenario based searches. Explosives odors used during the Patrol Explosive Detection Dog Certification included standard CESK odors as well as Semtex and Comp-B. Certification yielded the following results: a. Ms. Mwima, Catherine and PDDD Eros / Chip #941000016038730 (AMK9), CERTIFIED as a Patrol Drug Detector Dog team with a 95% proficiency rate and a 0% false response rate. b. Mr. Ewaku, Williams and PEDD Cifra/ Chip #967000009047722 (AMK9), DID NOT CERTIFY as a Patrol Explosive Detector Dog team. The team had a 90% proficiency rate and a 20% false response rate (4 false responses). Handler failed to search productive areas and struggled to recognize his CWD’s change of behavior; causing him to pull his dog off odor. Recommend handler work on systematic search pattern and that the handler presents productive areas. 4. IAW AR/DA PAM 190-12, de-certification procedures will be taken if any of the following circumstances occur: a. If the detection rate falls below 95% for explosive detection, or 90% for drug detection, for two consecutive months. USFOR-A-J3-JSO SUBJECT: Certification of American Canine (AMK9) Contract Working Dog (CWD) teams 2 b. If the team is separated for 35 consecutive days. c. If a new handler is assigned to the dog. d. If the team does not meet the four hours of patrol training and four hours of detection training requirement per week, for two consecutive months. 5.
